The term “law,” as used in the phrases “a human law” and “a law of nature,” has two different meanings. The only long-term solution is to make life in the rural areas more attractive, which would encourage people to stay there. This could be achieved by providing incentives for people to go and work in the villages. Facilities in the rural areas, such as transport, health, and education services, should be improved to foster a more positive attitude to rural life. The improvement of rural lives is doubly important, because the cities themselves cannot be developed without the prior development of the rural areas.
